About Nordlys Forvalter Group
Purpose
Flying Pig Associates, LLC, doing business as Nordlys Forvalter Group, is a consumer-based firm established in 2020. Its purpose is dependable, effective, and equitable communication access.
The firm advises on relay services, equipment-distribution programs, and the rules and procurements around them. On an oversight engagement, it reviews the record and recommends a next step. The agency decides.
The name is the firm's, and the mark is the aurora emblem. Nordlys is the northern lights. Forvalter is one who manages and safeguards on another's behalf.
Who the work is for
The firm is of, for, and by members of disability communities. In its own account, its people are primarily Deaf and Hard of Hearing professionals.
The people a program serves are part of what effective delivery requires. Needs differ by person and by community. Oversight stays specific to the requirement, the record, and the practical consequence for the person affected.
Work in the firm's record
Since 2022, the firm has provided consumer-focused guidance to the Nippon Foundation Telecommunications Relay Service on Japan's video relay service and internet protocol captioned telephone service.
The firm's references include recommendations, beginning in 2020, to the interstate telecommunications relay administrator on policy and program decisions aimed at limiting fraud, waste, and abuse.
The firm's record also names state public utilities commissions and state relay and equipment administrators. Some of that work predates the firm and belongs to members of the proposed team. It is not restated here as a set of corporate contracts. The record used for this site does not include an awarded California Connect oversight contract.
Experience the proposed team brings
The assignments below were performed by members of the proposed team in earlier roles. They are not prior contracts of Nordlys Forvalter Group.
A member of the proposed team has more than 33 years in telecommunications relay service and access for Deaf and Hard of Hearing people. That work includes executive responsibility, from late 1999 through 2009, for California's equipment-distribution call center, including the first statewide equipment-distribution call center for the CPUC program now administered as California Connect, launched in early 2000. The same member has given recommendations to the Indiana Telephone Relay Access Corporation since 2009. That relationship predates the firm. The firm carries it as a reference.
A member of the proposed team reviewed invoices, obligating documents, and close-out packages at the Defense Logistics Agency from 2011 through 2017. The résumé sizes that publicly funded, multi-vendor portfolio above $850 million. Close-out of the Defense Fuel Automated Management System contributed to a reduction of more than $150 million in outstanding bills. The work recommended whether a package was ready. Payment authority remained with the employer. This experience does not include administration of a California Connect advance account. Financial operations work has continued from 2011 to the present across more than one employer.
A member of the proposed team has led a state commission serving Deaf and Hard of Hearing people since 2014. The work includes contractor-log validation, equipment and relay reporting, and executive dashboards. That commission is a separate public agency. The same member chairs the National Association of State Relay Administrators and has chaired the Telecommunications Equipment Distribution Program Association.
