How NFG works

This is the method Nordlys Forvalter Group has prepared for an oversight engagement. It applies when an agency retains the firm. It is not a description of work already under way for the California Public Utilities Commission.

Understand the people served

Work starts by listening. Kickoff is used to learn the agency's priorities and the way vendors actually deliver the service. The proposed team includes people who have used relay and equipment programs, so the review can ask what a complete record means for the person waiting on the service.

Needs differ by person and by community. The review stays with the requirement in front of it.

Establish clear responsibilities

The firm validates, documents, and recommends. The agency approves payment, accepts deliverables, sets policy, enforces the contract, and directs vendors.

People assigned to the engagement are the routine contacts with the agency about the work. The oversight firm and its subcontractors stay independent of program operations.

Monitor performance and financial accountability

Deliverables, due dates, service levels, invoices, and reported data are reviewed against the agreement. Spending is compared with approved allocations. A financial package goes to the agency after validation, with the open items labeled.

Identify issues early

The review looks for material gaps: missing documentation, inconsistent reports, repeated defects, and risks to service continuity. An isolated error is distinguished from a pattern. A matter that needs a timely decision goes to the agency with the evidence attached.

Document findings and recommendations

Each finding has three layers: the documented fact, the analysis, and the recommendation. The agency's designated repository is the system of record during an engagement. The firm keeps the original submission and any later correction.

Comments address compliance, performance, and completeness. The recommendation is written so the agency can accept it or set it aside.

Support improvement

The firm may recommend a clearer definition, a tighter control, or a correction to a recurring defect. Implementation remains with the agency, or with the vendor under its own agreement. Taking part in that discussion leaves program operations with the agency and the vendor.
